The European Union's Authorized Economic Operator program (AEO) is comparable to the US Customs-Trade Partnership Against Terrorism (C-TPAT) program. The AEO program is focused on upgrading supply chain security while contributing to trade facilitation and reforming and modernizing customs around the world.

The U.S. Food and Drug Administration (FDA) Food Safety Modernization Act (FSMA) was signed into law in 2011 for the purpose of enabling the FDA to better protect public health by strengthening the food system. In order to improve the agency’s ability to respond to a food-related emergency quickly and efficiently, the FSMA requires that all domestic and foreign facilities that manufacture, process, pack, or hold food for human or animal consumption in the U.S. register with the FDA. The Act also requires biennial renewal of food facility registrations. If you manufacture, process, pack, or hold food for human or animal consumption in the U.S., you need to be familiar with some of the more pertinent details of the Food Safety Modernization Act.

The Bio-terrorism Act requires US FDA registration for domestic and foreign food facilities, that manufacture, process, pack, or hold food for human or animal consumption in the U.S. Owner, operator, or agent in charge of domestic or foreign food facility is required to register their facility with the US FDA. Domestic facilities require FDA registration whether or not food from the facility enters interstate commerce Foreign food facilities that manufacture/process, pack, or hold food also require US FDA registration unless food from that facility undergoes further processing (including packaging) by another foreign food facility before the food is exported to the U.S. However, if the subsequent foreign food facility performs only a minimal activity, such as putting on a label, both food facilities require US FDA registration. Acidified and low-acid food manufacturers require FDA food canning establishment (FCE) registration also. The dietary supplement manufacturers also require US FDA registration.
